I have konica Minolta C3070
When i update firmware version from (A9VE0Y0-00I1-G00-25) to
(A9VE0Y0-00I1-G00-30) The Controller still unconnected

I did that but it didn't solve

first if changing Dipsw 40-7 didnt help make sure to change it back. second which type controller do you have? The Dipsw settings differ with each model. There are instructions with each controller that will tell you what the settings are

DIPSW Setting(1) Plug the main body power cord into the wall outlet, and then turn ON the main power switch andthe sub power switch.(2) Enter Service Mode.Note:Refer to procedures in the Service Manual toenter into the Service Mode.(3) Touch the System Setting key.(4) Touch the Software DIPSW Setting key.(5) Set the following DIPSW.40-7: OFF(0)55-4: ON(1)(6) Touch the Return key and then touch the Exit[SERVICE] key.(7) Touch the Exit [UTILITY] key.(8) Turn OFF, then ON the main power switch andthe sub power switch of the main body.

IC-417 is same as IC313
. Set the following DIPSW settings.40-7: OFF(0)55-4: ON(1)

did you read the readme for that FW? maybe something there
flash back the version that it had before and see if it is indeed FW related.
id read the readme first. maybe the controller has its own update?
