I had this question myself so i ripped one out of a machine and took it apart. It's a pain in the ass to do. See pics. Basically when there is no bottle installed that little foot is down and completely takes weight off the spring. The photo interrupter light beam must be quite long as that bottle can go down a long ways before the machine finally trips a full condition.
You can calibrate this sensor and change the values of what is full and almost full. There was a good forum post here with instructions to do that if you can find it with the new search.
